إطار مرجعي عطالي Inertial frame of refrence أو جملة مرجعية عطالية (قصورية) أو ( نظام مرجعي عطالي (قصوري) ) inertial refrence system : هو عبارة عن نظام إحداثيات coordinate system يعرف بحيث يكون ذو حركة عطالية (ساكن أو يتحرك حركة منتظمة) و هذا ما يميزه عن الإطار المرجعي اللاعطالي non-inertial reference frame الذي يتحرك حركة متسارعة .

في الفيزياء، يكون الجسم يتحرك حركة عطالية inertial motion : إذا لم تكن هناك أي قوة خارجية مطبقة عليه ، و هذا ما يعرف بقانون نيوتن الأول للحركة. عندما نعمم هذه الحركة العطالية للجسم على منطقة من الفضاء لتشمل جميع الأجسام الموجودة في تلك المنطقة و نعرف تلك المنطقة كنظام إحداثي عندئذ ندعو هذا النظام الإحداثي : إطار مرجعي عطالي .
